Nexus 7 Soft Bricked?
Playing around with your Nexus 7? Can't get past the X animation? Well, congrats, your device is soft bricked. Luckily, that's not the worst thing that can happen to your device. Its very simple to fix this but sadly, it will wipe out all your data. This is specifically targeted to Windows users.
1. First you'll need to download Android SDK. Downloading the 32 bit is recommended because the 64 bit is for new systems. Extract it to where ever you want.
2. Now, download a factory image that describes your device from here. Extract the files to
adt-bundle-windows>adt-bundle-windows>sdk>platform-tools.
3. Click the back arrow to the previous folder (adt-bundle-windows>adt-bundle-windows>sdk). Hold shift and right click platform-tools and choose "open command prompt". Go into FastBoot mode (Assuming you are on the X animation, hold the power button for 10-20 seconds. When the screen goes black, hold volume down, the one far from the power button and the power button.). Connect the device to your computer/laptop. In command prompt, type "fast boot flash boot <name of boot image>.img" . The name of the boot image is by default "boot".
Congratulations, you have just brought your device back to life!
:D
If Command Prompt is stuck at <waiting for device>, download the Nexus 7 toolkit. Choose your device version and then choose "1" to install drivers from PC

Nexus 7 Rooting
How to Root A Nexus 7
Supported Versions Wi-Fi 16GB/32GB Android 4.1.1 to 4.2.1
Summary: Hello, this is a guide to rooting your Nexus 7 device using a simple Nexus 7 toolkit. Get the toolkit from here. Before we get started you must turn USB debugging mode on and have enough battery to last about 20 minutes. I am not responsible if your device is bricked or for any damage but I have tested and successfully used it on mine. If the developers options are hidden, goto Settings>About Tablet and tap the Build Number (at the bottom) to unlock the developer options.
How to Use: 1. First open up the program, and it asks whether you want to update or no. Type in "no" because you have just installed the latest version and hit "enter".
2. Type the number which is your device version listed and hit "enter". Before doing anything else, make sure your device is not connected to your laptop/computer. Choose "1" to install drivers on your PC. It is essential to install it, otherwise your device will not connect.
(Optional) 3. Backup up your apps and data "2" and hit "enter". Just type whatever number is recommended.
4. Before you can root your Nexus 7, you must unlock the bootloader which wipes all your use data from your device.(Number "3") It will ask you if you are in FastBoot mode or not. If you are, type "yes", if you do not know what FastBoot mode is or is not in FastBoot mode, type "no". To tell if you have successfully unlocked the bootloader, when you turn your device on, under the Google logo it should have an unlocked lock.
5. Now it is time to root your device. Its pretty much the same as unlocking the bootloader. When your in at Root Options, type "2", to Root Device and Install BusyBox.
(Optional)6. Install number "6", CWM Recovery which is a replacement for your recovery mode, incase anything goes wrong when you are playing around your rooting.
